HIMSS Analytics Asia Pacific is proud to announce that Ng Teng Fong General Hospital (NTFGH), which is managed by JurongHealth, has achieved HIMSS EMRAM Stage 7, in collaboration with Integrated Health Information Systems (IHiS), the Health Ministry's IT arm that manages information technology and innovations at all public healthcare institutions.
NTFGH’s achievement is the first in Singapore and ASEAN. It is also only the fifth hospital in all of Asia Pacific to reach Stage 7.
HIMSS Analytics developed the EMR Adoption Model in 2005 as a methodology for evaluating the progress and impact of electronic medical record (EMR) systems for hospitals in the HIMSS Analytics™ Database. There are eight stages (0-7) that measure a hospital's implementation and utilisation of information technology applications. The final stage, Stage 7, represents an advanced patient record environment. The validation process to confirm a hospital has reached Stage 7 includes a site visit by an executive from HIMSS Analytics and former or current chief information officers to ensure an unbiased evaluation of the Stage 7 environments.
NTFGH’s technological transformation achieved many firsts in Singapore including the implementation of the most number of medical devices (976) interfaced directly into the EMR system and the achievement of a 4-Less Environment: Chartless, Scriptless, Filmless and Paper-less.

Scriptless, Chartless, Filmless and Paper-less Environment
At HIMSS EMRAM Stage 7, Ng Teng Fong General Hospital (NTFGH) has adopted full digital clinical documentation and demonstrated how the integrated Electronic Medical Record (EMR) and analytics are used to improve clinical, operational and business areas. The integrated EMR system is designed for the data to flow seamlessly between all clinical services under JurongHealth. As an integrated development with the adjacent Jurong Community Hospital (JCH), the doctors and staff of both NTFGH and JCH are able to have fast and accurate access to information, resulting in better patient care coordination.
Reaching HIMSS Stage 7 also validates NTFGH’s use of information systems to improve staff efficiency, information accuracy and overall cost savings. With the automation and digitizing of patient documentation, more time is dedicated to patient care.
Precision Medicine Through Integration and Decision Support with Comprehensive Analytics
Patient vital-signs monitors are connected via wireless technology to transmit data securely into the EMR. This includes ECG, which is essential to monitoring heart conditions. In fact, cost savings from the eliminating ECG paper printouts alone was $69,000 in the last one year. The hospital-wide vital-signs monitors send 15 automated measurements wirelessly to the EMR, every 60 seconds. These measurements are sent directly and accurately into the right patient record because of the checks done using bar-coded patient identity verification. Human transcribing errors which could occur with manual recording of patient vital-signs are avoided.
In addition, the system computes a risk score from these vital signs, combined with other clinical observations and assessments. These risk scores are represented at various locations, as well as in the EMR, with an easy, intuitive traffic-light system of Red, Yellow and Green. Red would indicate a high risk and Green would indicate a low risk. Enhancements are already in the pipeline to further allow the clinicians to practice precision medicine by customising the alert parameters for each individual patient, making this risk score clinically relevant and tailored for each patient.
Reduction in Repeated Blood Extractions
Blood specimen analysis and testing is one of the mainstay tools in monitoring for our patients. The EMR is fully integrated with the laboratory systems, and through advanced algorithms, a repeat blood test order can potentially be analyzed using a specimen taken earlier that day. When the condition matches the safety profile and rules predetermined, the EMR will automatically suggest that a repeat test order be analysed using a recent specimen, thereby reducing repeat blood extractions from the patients.
